The sniper can be effective out of all proportion simply by slowing the enemy down, usually an exercise in exploiting the usual comedy revive train: "OMG a casualty! STOP EVERYTHING! Pop smoke! Revive at all costs!"

Skip to about 13mins for the beginning of the Magic Rock Saga. The sniper here pretty much held up the entire Blufor push across that ridge single handed. Of course, a lot of that is to do with being up against a certain type of player, but that's a separate issue entirely.
